Who can get a card
Library services are provided free to taxpaying residents of the City of St. Helens.
If you live outside of the city limits and would like a card, the City of St. Helens assesses a fee in lieu of City taxes equivalent to an average household's library tax payment. This amount is derived from a formula, which takes the library budget and divides it by the number of residents of the city of St. Helens. The cost is projected for an average family of 2.4 persons in order to arrive at the non-resident family card fee. When library costs increase, the non-resident fee will also increase.
The current non-resident fee is assessed at $50 for a full year.
How to Get Your Card
There are three ways to obtain a library card:
- An Oregon license or ID card with current address.
- An Oregon license or ID and a piece of mail that has been delivered to your current address.

Anyone under the age of fifteen will need a parent or guardian to provide the above information and agree to be responsible for any overdue fines of fees.
